Hello and welcome to The Blackpool Lead.

We have been following the story of the now former Dr Foy-Yamah since March 2025 when he avoided being struck off despite being found by a tribunal - but crucially not a court - of having raped a woman.

In March 2025 he was suspended for 12 months after a panel found that his attack “came right up to the line of erasure (from the medical register) but fell just short of crossing it”.

But in November we reported that two appeals would take place - with the doctor appealing his 12 month suspension and the General Medical Council appealing the leniency of the punishment.

Today we can report that he has been struck off.

🛎️ Blackpool South MP Chris Webb has shut down the latest rumours that former DWP building Mexford House is to be turned into accommodation for migrants. Work is currently underway to transform the huge former civil servant site into 120 flats after permission was granted by planners at Blackpool Council two years ago. The latest claims about the building, on Mexford Avenue in the southern end of Bispham, have appeared on a local social media site this week. The Blackpool Gazette said that it was contacted by a man who said he worked at the site and had been told it was “reportedly being renovated into new migrant accommodation.” The man did not lend his name to the claims.

🏗️ There was further progress this week on the £45 million Ministry of Defence office in Blackpool town centre as the building continues to take shape. The six-storey building on Talbot Road, next to Blackpool North Train Station, is not due to officially open until spring 2027 but residents have seen significant progress in recent weeks. This week there has been additional cladding and further installation of windows at the 53,000 sq ft government hub, on Talbot Road, will house up to 1,100 staff. It will become the new Blackpool base for Defence Business Services (DBS), bringing a significant influx of workers into the heart of the town and further reshaping the area around the town’s railway station. The project is part of the ambitious Talbot Gateway scheme, the £350m+ mixed-use regeneration project in Blackpool, transforming the area around the train station into a modern commercial, education, and transport hub.

🏠 Proposals have been lodged with planners at Blackpool to change the use of a children’s residential care home into a private house. A planning application is seeking permission for use of premises at 32 King George Avenue, known as Dahl House, as single dwelling. It is a three-storey detached property, at the junction of King George Avenue and Warbreck Drive, which was formerly a family home. Planning documents do no state how many bedrooms the property currently has. It is understood that the property is no longer being used as a children’s home.

Rape-accused doctor finally struck off after initially holding on to licence on appeal

Blackpool Victoria Hospital

By Michael Holmes

A Blackpool Victoria Hospital doctor found by a tribunal to have raped a woman has finally been struck off - after previously being spared the punishment.

Aloaye Afakhade Foy-Yamah was initially suspended for 12 months after a Medical Practitioners Tribunal Services panel ruled his sex attack “came right up to the line of erasure (from the medical register) but fell just short of crossing it”.

The medic, who trained at the University of Benin in Nigeria in 1995 before moving to the UK, appealed against the punishment and has continued to maintain his innocence.

But the General Medical Council also appealed, saying the MPTS panel victim-blamed and dished out a punishment that fails to properly protect the public.

The Royal Courts of Justice in London ordered a fresh hearing - which has now concluded that Foy-Yamah must never work in healthcare again.

The GMC told The Blackpool Lead in a statement: “There is no place for sexual misconduct in healthcare. We maintained that Dr Foy-Yamah posed an ongoing risk and should be struck off the medical register to protect patients and uphold confidence in the profession.”

Foy-Yamah has claimed he is the victim of a blackmail attempt - and was not charged by police after an investigation into the attack, which happened in December 2018, because of “evidential difficulties”.

He was initially suspended by the hospital, in Whinney Heys Road, in light of the allegations against him but was allowed back to work in February 2019 and even promoted.

He was eventually sacked in November 2024 after the tribunal concluded he had indeed carried out the rape.

He could still appeal against his ban, which stops him from ever treating patients again.
